Just like other metropolitan cities, Kolkata has a strong administrative framework that is managed by different government agencies. Kolkata is the headquarters of Kolkata district and is the capital of West Bengal. 

The Kolkata Collector is authorized for collecting land revenues within Kolkata district, a part of the area within which Kolkata Municipal Corporation functions. In those wards that are outside Kolkata district, responsibility of revenue collection lies with the Collector/District Magistrate of South 24 Parganas. From 2011 onwards, Kolkata Police and Kolkata Municipal area have been restructured to be same.

West Bengal State Government

As the administrative seat of Government of West Bengal and capital of the state, Kolkata not only houses offices of local government mentioned above, but also for the state government such as the Secretariat, West Bengal Legislative Assembly, and the Calcutta High Court.

Kolkata Municipal Corporation

The Kolkata Municipal Corporation looks after and manages civic infrastructure of 15 boroughs in the city, which encompasses 144 wards. Every ward elects a councilor who is responsible for managing infrastructure and administration in that ward. 

It is Kolkata’s apex administrative body that discharges functions through the Mayor-in-Council, which encompasses a mayor, deputy mayor and 10 elected members of the corporation.  The functions of Kolkata Municipal Corporate include drainage and sewerage, water supply, solid waste management, sanitation, building regulation, and street lighting.

Kolkata Police

Kolkata Police Force is responsible for policing metropolitan area of Kolkata as defined under the Calcutta Police Act, 1866 and the Calcutta Suburban Police Act, 1866.  Commissioner of Police is the highest administrative officer in KP department. Currently, it has 8 divisions covering 65 police stations. 

There are 8 battalions of Armed Police and other specialized branches like Detective Department, Special Branch, Traffic Police, Reserve Force, Wireless Branch, Enforcement Branch, and Security Control Organization. Administration of KP is vested on Commissioner of Police.

Calcutta High Court

The oldest High Court of India, the Calcutta High Court was established on 1st July, 1862 with jurisdiction over the state of West Bengal and Andaman and Nicobar Islands. 

The High Court of Kolkata which has a strength of 58 judges has a permanent Circuit Bench in Port Blair, the capital of the Andaman and Nicobar Islands.

Kolkata Metropolitan Development Authority

KMDA was established in 1970 under a presidential ordinance and later sanctified under the KMDA Act of 1972. Kolkata Metropolitan Development Authority is a statutory authority functioning under the administrative control of the Urban Development Department of the Government of West Bengal. 

The board consists of 11 member committee that includes both elected peoples’ representatives and nominated bureaucrats. The Hon’ble minister-in-charge of Urban Development in the Govt. of West Bengal is the ex-officio Chairman of the Board of KMDA.

To look after the proper administration and day to day management activities, a senior IAS Officer is appointed by the department as a Chief Executive Officer. The administrative functions are primarily organized under Secretary, who is also an IAS officer, through a number of functional units. 

The technical functions of planning and project formulation and execution are performed by eleven directorates or sectors in KMDA – each usually headed by an officer in the rank of Director/Chief Engineer. 

All the heads of directorates report to CEO directly or via some officer of the rank in between such as Director General or Secretary or Special Secretary.
